Tiger attacking a man on an elephant dime novel cover, Brave and Bold Weekly No. 317, January 16, 1909, Bert Chipley on Deck; or, Adventures in the Orient by John de Morgan. Historians have variously described him as a “swashbuckling demagogue”, a “democrat-messiah”, an “adventurer”; even as a Victorian “eco-warrior”, according to Rob Allen at Victorian Footnotes. By all accounts he was a scoundrel. He led a riot in southwest London in 1876. Later he became an important Staten Island political figure.
